Trouble with a International Shipment

I shipped an Item to the U.K. I used Pay Pal Shipping. It had tracking Thank God!!! They tried to deliver it twice and could not. She formed a claim and Pay Pal yanked the money from my account. Has this happened to anyone? How long did it take to resolve? What was the outcome? I answered all her emails promptly and kept giving her the tracking info. I told her she needed to go to her postal system and find the package. Instead she filed a dispute. Any advice??
