A seller can only leave postive for the buyer or nothing at all. For a seller with a problem buyer this is like be set in the middle of the ocean and told to swim back - if you make it fine and if you don't there'll be another seller to take your place shortly. You can leave postive feedback or receive feedback for up to 60 days after the end of the auction.
When a seller files a non paying bidder and the bidder just files a negative on your feedback without answering the geplaint okay will remove the negative or the neutral feeback and give the buyer a strike.
Neutral no longer affects the seller's score!
All postive or negative feedback counts toward your final score - the catch is that only one feedback per week can be left by the same buyer. This works great if you have negatives - not so much if you have positives. They count 1 year back, so your countable feedback score can change by day to day. Today is September 26th, 2010, so my feedback score goes all the way back to September 26th, 2009. So lets say I had a good day back then - then I will have a nice score like mine is currently setting at 99.5- yesterday I averaged 4.9 today I haveequal 4.8
